Special Town Meeting held pursuant to notice at the Inn of Asa L. Foster in the Town of De Kalb on Wednesday, August 17th, 1864. The following resolutions were passed.
Resolution 1st – On Motion of S. L. Western
Resolved that the Board of Town Auditors of the Town of De Kalb be and are hereby authorized and required to issue certificates of indebtedness in such determinations as may be desired amounting in the aggregate to the sum of six hundred dollars to each person who has or may enlist or furnish an acceptable substitute to apply on the quota of De Kalb for the Presidents last call for 500,000 volunteers and that said certificate be made payable one third on the first day of March 1866 , one third on the first day of March 1867, and the balance on the first day of March 1868 with interest annually.
Resolved that if the Supervisors of the County refuse to cooperate with the Town of De Kalb in paying the $300 County Bounty, then the above named officers are hereby authorized and required to issue bonds against the Town of De Kalb for the said sum of 300 Dollars and payable at the same time and in the same manner as provided for the payment of such bonds as may be issued under the proceding resolution.
